Login.gov is both a system and a single sign-on method operated by the U.S. General Services Administration (GSA). Login.gov enables an account holder to access a growing number of participating federal systems with a single account. Login.gov uses multi-factor authentication (MFA) to provide secure system access and eliminates the need to recall multiple usernames and passwords for the growing landscape of federal agency websites.
- A growing number of federal systems require the use of Login.gov for system access (e.g. HRSA’s eHandbook, Grants.gov, SAM.gov), while others merely provide it as an option for logging in (e.g. NSF Research.gov).
- Anyone can self-register for a Login.gov account.
The System for Award Management (SAM) is the official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. This system is primarily used for entity registration and various reporting requirements. UCLA’s SAM registration is maintained by the Office of Contract and Grant Administration (OCGA). In this database, UCLA is registered as “UNIVERSITY OF CALIFORNIA, LOS ANGELES” and under the Unique Entity Identifier (UEI) “RN64EPNH8JC6”.

NSPIRES is the NASA Solicitation and Proposal Integrated Review and Evaluation System. This web-based system supports NASA research through the release of solicitation announcements by the peer review and selection processes. The system facilitates research business with NASA for the science and technology research community. OCGA recommends using NSPIRES for submitting all NASA grant applications.
- PIs, Departmental Administrators, and Central Administrators may gain access.
- To gain access to NSPIRES, users must self-register and their registration must be validated by OCGA.
The Portfolio Analysis and Management System (PAMS) is an online tool utilized by the DOE’s Office of Science to manage various tasks in support of basic research in the physical sciences. Among other things, this system is used for submitting preproposals or letters of intent (LOIs), revised budgets, award modification requests, and progress reports. Full proposal applications are submitted through Grants.gov (using S2S Grants). PIs can also access the merit reviews for their proposals in DOE PAMS.
- User roles include: PI, SRO/BO/AO (OCGA and EFM staff only), and Other (Departmental Administrators assisting PIs).
The CDMRP Electronic Biomedical Research Application Portal (eBRAP) System is designed to allow Principal Investigators (PIs) to submit their pre-applications electronically through a secure connection. A pre-application is required for all applications submitted to CDMRP. Full applications MUST be submitted through Grants.gov (using S2S Grants). Once a full application is submitted, a PI can perform application review and verification in eBRAP. - Users include: PIs, OCGA and EFM staff only
- Unfortunately, there is currently no user role for Departmental Administrators who assist PIs in this system.

The Electronic Handbooks (EHBs) system is operated and managed by HRSA, an agency of the U.S. Department of Health and Human Services. It is used for validating recently submitted applications, as well as post-award functions including technical reporting, financial reporting, and administrative requests.
- Users include: PIs, OCGA and EFM staff, as well as Departmental Administrators assisting PIs.
- To gain access to eHB, users must self-register and their registration must be validated by OCGA.
- Login.gov is required to access this system.
