Current and Pending (Other) Support includes resources made available, or expected to be made available, to an individual in support of the individual’s research and development efforts, regardless of whether they have monetary value and regardless of whether they are based at the institution the researcher identifies for the current grant. Federal funding entities use this information to assess the proposing individual’s capacity or any potential conflicts of commitment that could impact the ability of the individual to carry out the research. This information is also used to assess any potential scientific and budgetary overlap of support with the proposed project.
A separate, up-to-date Current and Pending (Other) Support disclosure must be provided at the time required by the sponsor for each individual named as senior/key personnel.
Review Sponsor Requirements
NIH requests a Current and Pending (Other) Support form:
- At the Just-in-Time (JIT) phase for all individuals designated as senior/key personnel except Program Directors, training faculty, and other individuals involved in the oversight of training grants and individuals categorized as Other Significant Contributors.
- All senior/key personnel in progress reports when there has been a change in active other support, except consultants, Program Directors, training faculty, and other individuals involved in the oversight of training grants.
NIH adopted use of the Common Forms for the Biographical Sketch, Biographical Sketch Supplement and Current and Pending (Other) Support for applications and Research Performance Progress Reports (RPPRs) due on or after January 25, 2026 (NOT-OD-26-018). These forms must be prepared and certified in SciENcv, then downloaded and provided as a PDF to OCGA with the other submission materials. NIH encourages applicants to use the Common Form but will accept the prior forms through May 2026 due to technical issues (NOT-OD-26-033). NIH will require use of the Common Forms for applications due on or after and May 8, 2026, and Just-In-Time (JIT), Research Performance Progress Report (RPPR), and Prior Approval submissions submitted on or after May 8, 2026 (NOT-OD-26-079).
- Everyone listed as senior/key person or Other Significant contributors must have an eRA Commons ID that is linked to the ORCID iD they use in SciENcv.
NIH requires recipients provide supporting documentation (in English), which includes copies of contracts/agreements specific to senior/key-personnel foreign appointments and/or employment with a foreign institution for all foreign activities and resources that are reported in Other Support (NOT-OD-21-073). As of January 26, 2026, supporting documents will be added as a separate, flattened PDF in the eRA JIT, RPPR and Prior Approval modules.

Mandatory Training
Beginning October 1, 2025, prior to submitting Other Support reports, everyone identified as senior key personnel must complete Other Support Training by completing one of the options below.

NIH General Foreign Engagement Principles
- May participate in foreign grants activities
- May not participate in Malign Foreign Talent Programs
- Must disclosure all domestic and foreign research activities even if the funding is not received through UCLA
- Must submit English translation of copies of agreements for foreign appointments and/or employment with a foreign institution with Current and Pending (Other) Support disclosures to NIH

NSF requires a separate, up-to-date Current and Pending (Other) Support disclosure prepared in SciENcv for designated Senior/Key Personnel on the proposed project:
- As part of the application,
- When adding a new co-Principal Investigator (co-PI), and
- When changing a Principal Investigator or co-PI.
NSF defines Senior/Key Personnel as “individuals designated by the proposer/recipient organization and approved by NSF, who contribute in a substantive, meaningful way to the scientific development or execution of a research and development project proposed to be carried out with a research and development award.” (NSF PAPPG)
As part of the Biographical Sketch and Current and Pending (Other) Support Disclosure submission, NSF requires certification that covered individuals are not participants of Malign Foreign Talent Recruitment Programs (MFTRPs). Additionally, all Principal Investigators and co-Principal Investigators must certify annually that they are not participating in MFTRPs. Learn more in Vice Chancellor Wakamoto's announcement.
NSF also requires proposers and recipients to maintain supporting documentation, including copies of contracts, grants, or any other agreements specific to foreign appointments, employment with a foreign institution, participation in a foreign talent recruitment program and other information reported as current and pending (other) support for all senior/key personnel. Research Security Training
NSF requires Senior Key Personnel (SKP) complete Research Security Training within 12 months before the submission of proposals.
This requirement can be met by completing one of the options below.

DOD Congressionally Directed Medical Research Programs (CDMRP) require disclosure at the proposal stage of "Previous, Current and Pending Support" for all individuals designated in an application as senior/key personnel, including the Principal Investigator (PI) and other individuals who contribute to the scientific development or execution of a project in a substantive, measurable way, whether or not they request salaries or compensation.
Applicants may use the pdf form created in SciENcv for NIH or NSF or follow the instruction in General Application Instructions (Version CD25_01).
Covered individuals participating in federally funded research and development projects are not permitted to participate in MFTRPs. DOD established a decision matrix and factors for assessing a covered individual’s affiliations, collaborations, and funding; risk mitigation plans may be needed if DOD identifies any of these factors in its security review.
DOE requires covered individuals listed on applications and financial assistance agreements provide the Current and Pending (Other) Support:
- As part of the application,
- When a recipient or subrecipient wants to add a new covered individual to the project, and
- When there are changes to the previously approved covered individuals.
Effective December 2, 2025, DOE will implement the Common Forms electronically via the SciENcv system.

- May require disclosure of “Travel supported/paid by an external entity to attend a conference or workshop” when the conference/workshop and/or supporting entity is located in a Foreign Country of Concern

Research Security Training
From May 1, 2025 mandatory Research Security Training (Job Aid) is required for all Covered Individuals prior to proposal submission and annually thereafter. Investigators certify in the Current and Pending Support that the required training has been completed. Learn more about the DOE requirement.
NASA requires an updated and signed Current and Pending (Other) Support disclosure from each individual identified as a covered individual or senior/key person on a NASA-funded project:
- Before issuing an award, and
- Anytime during the award period, upon request.

The pre-populated information in UCLA’s Current and Pending (Other Support) reports and forms are from the Office of Research Administration’s (ORAs) Proposal and Award Tracking System (PATS). PATS provides data for entries originating from OCGA, Clinical Trials Contracts and Strategic Relations (CTC&SR), and the Technology Development Group (TDG).
The effort values included in the pending proposal sections of the PI portal report represent the effort recorded in the submitted proposal.

Other Outside Activities
Collect information related to current and pending (other) monetary and non-monetary resources supporting research endeavors that are not included in the prepopulated reports, such as awards the PI receives at other institutions, including through a VA affiliation, or affiliations or employment with foreign or domestic entities, that support the PI's research endeavors.
The investigator or their department administrator must add in-kind, other internal, and external sources that support research endeavors that are not included on the UCLA Current and Pending (Other) Support reports, including prepopulated data on the NIH Other Support form.
What to Include
Enter your ORCID iD as the Persistent Identifier (PID) on the Current and Pending (Other) Support Common Form.
Register for an ORCID iD.
- Proposals for awards in support of research activities, including awards proposed through another entity or to be made directly to the individual
- Current and pending awards in support of research activities, including awards received through another entity or made directly to the individual
Startup packages from organizations outside of UCLA
- Startup companies based on non-organization-licensed Intellectual Property
- Travel supported/paid by an entity other than UCLA to perform research with an associated time commitment
Current and pending participation in, or applications to, programs sponsored by foreign government sponsored talent recruitment program
Include in either Current and Pending (Other) Support or Facilities, Equipment and Other Resources, depending on the sponsor guidelines
Consulting activities where the:
- Activity will require the investigator to perform research,
- Activity does not involve performing research, but is related to the individual's research portfolio and may have the ability to impact funding, alter time or effort commitments, or otherwise impact scientific integrity, or
- Contract requires the investigator to conceal or withhold confidential financial information or other ties between the investigator to the entity
Not all support is considered Current and Pending (Other) Support. Do not include the following:
- Training awards where covered individual is the Program Director, a member of the training faculty or other individual involved in the oversight of the training grant
- Prizes, or
- Startup packages provided by UCLA
Office or laboratory space
Equipment
Supplies
- Employees or students regardless of whether the source is foreign or domestic and whether the resource is made available through UCLA, or another entity or directly to the individual
- Postdoctoral scholars, students, or visiting scholars who are supported by an external entity, whose research activities are not intended for use on the project/proposal being proposed and have an associated time commitment
Some in-kind resources that are intended for use on the research project activity should be submitted in the Facilities, Equipment and Other Resources section of the application, such as:
- Postdoctoral scholars, students, or visiting scholars who are supported by an external entity, and whose research activities are intended for use on the project/activity being proposed
- Non-monetary (in-kind) resources, intended for use on the research project/activity being proposed, that have an associated time commitment and directly supporting the individual’s research and development effort
The goals in identifying and eliminating overlap are to ensure that sufficient and appropriate levels of effort are committed to the project; that there is no duplication of funding for scientific aims, specific budgetary items, or an individual’s level of effort; and that only funds necessary to the conduct of the approved project are included in the award.
Identify any scientific, budgetary, or effort overlap that would occur if the current proposal were funded. Then state how it would be resolved.
- Budgetary overlap occurs when duplicate or equivalent budgetary items (e.g. equipment, salary) are requested in an application but are already funded by another source. Explain how the projects are different and do not represent overlap.
- Effort overlap occurs when a person’s time commitment exceeds 100 percent (i.e. 12 person months), whether or not salary support is requested in the application. While information on other support is only requested for Senior/key Personnel (excluding consultants), no individuals on the project may have commitments in excess of 100 percent or 12 person months. Explain how effort will be adjusted to be below 100% for the current year.
- Scientific overlap occurs when: (1) substantially the same research is proposed in more than one application or is submitted to two or more different funding sources for review and funding consideration, or (2) a specific research objective and the research design for accomplishing that objective are the same or closely related in two or more applications or awards, regardless of the funding source. Explain how the projects are different and do not represent overlap.
